Effective bulk shear represents the deep-layer wind shear experienced by storms within the layer that actually supports convection. Values near or above 35–40 kt typically favor organized severe storms (supercells and organized multicells). Forecasters combine effective shear with CAPE and forcing to assess storm mode and tornado/hail/wind potential.
